I use a combination of a "halogen heater" for spot heating (it looks like a revolving fan with a heat lamp), a kotatsu (table with heat lamp under it), hot blanket for the bed, and two A/C unit heaters. This works pretty well for us.

Hokkaido kerosene heaters usually have exhaust pipes that whisk the nasty fumes outside, but Kanto kerosene heaters often have no such device. Gassing yourself is a big concern, and some apartment complexes do not allow these.
