HirakiTopics: Shoes There is a very cheap shoe outlet called Hiraki. It's a large outlet and they sell all kinds of things dirt cheap. I cannot speak much for their quality though. You can see it off Daini-Shinmei Expressway on the way to Kakogawa on the north side. You need a car and need to know how to get there by surface road. Perhaps you can ask somebody in the area. YI I use Hiraki catalogs all the time, kid's (decent) shoes for 180 yen! You can also buy online. Their shoes for kids are pretty good quality and there is no place cheaper. The adult shoes are hit and miss. I had one really good pair and one bad pair. I have bought bags, toys, house wares, you name it.
