OCN gives a very large discount if you sign up for MylinePlus services through NTT. For example, the 1950 yen will be 1250 yen per month if you have MylinePlus. The trick is that you have to apply for the discount -- it doesn't automatically happen. (Meaning you have to apply for MylinePlus, then you have to apply for the discount to be applied to your OCN account -- it won't happen automatically.)

The application process is not very intuitive and you may have to spend a long time on the telephone/web site figuring out how to do it, so I recommend getting the help of a good Japanese speaker if your skills are not up to "argue-with-NTT/OCN-people" level just yet.

They make it very difficult to get this discount, which makes me think that they don't really want to give it to people. You may spend a long time trying to get it, but it will be worth it in the end. Good luck.
