For just the phone, Fusion has a pretty good, cheap service. N Japan now has the cheapest broadband rates in the world, according to a recent study. Yahoo BB!, when combined with the BB Phone! IP phone service, is about the cheapest. First, however, you have to 'buy' or rent the rights to a phone line. I rent my line for 800 yen/month through a Kansai company, and they set up my ADSL for me through NTT Flets, who owns the lines (our provider is Sonet). In total, our basic phone fee (EVERYONE with a land line in Japan has to pay this, is around 2,000 yen) and our Internet access is around 3,000 yen, totaling 5,000 yen for our basic phone and Internet service. Our local and international calls are billed through other discount services. Note that calls to IP dial-up access in Japan are charged at 10 yen for three minutes, so ADSL actually ends up being cheaper for heavy users like me.
